Running: Stephen Costello Declares For Mayor

With three successful citywide elections under his belt and a prominent position on Houston City Council, Stephen Costello is already a major force in Texas politics.  But today the At-Large Council Member has taken a step towards even greater prominence, formally announcing his candidacy for Mayor of Houston.

“I’m running for mayor because Houston is the greatest city in America, but I recognize we have real problems that need to be fixed. We simply can, and must, do better,” said Costello. “You can’t drive down our pot-hole ridden streets, waste hours stuck in traffic, or examine the city’s financial health without thinking ‘we can do better.’ I may not be the flashiest candidate in the race, but as an engineer and experienced City Council Member, I am the most qualified to look at our problems and roll up my sleeves to find logical solutions. That’s exactly how I’ll lead as Houston’s next mayor.”

The field of candidates is already quite plentiful, with State Representative Sylvester Turner, former Congressman Chris Bell, latest runner-up Ben Hall and former Kemah Mayor Bill King already declared while Sheriff Adrian Garcia and Council Member Oliver Pennington are likely to also assumed to enter the race.

Touting his experience as a Civil Engineer and major political accomplishments like the Rebuild Houston initiative, Costello promised to put infrastructure improvement as a central focus of his campaign.

In a recent interview with Craig Cohen on Houston Matters, Costello shared many of his viewpoints on the city’s greatest transportation and infrastructural challenges.  While he supports Rebuild Houston, the program’s deployment may be substantially different.  He also shares plans for Complete Streets, and revealed why he “doesn’t ride a bike within the city”

Much of Costello’s work on Council has been led by the current Mayor, Annise Parker.  Though he has worked closely with Parker and has often been a key player on important legislation, the Council Member is also quick to show where he and Parker do not see eye to eye on every issue.

On the city’s recently announced détente with the firefighter’s pension… a 3-yr. deal which would allow both parties to change their contribution levels in the short term, but leave the city owing more down the road, Costello was forthright, calling the plan a bad bad deal.  Instead he pledges to work for greater local control from the state legislature.  Again from the campaign press release…

“As the state’s largest city and the one with the most pressing pension problem, Houstonians should have the authority to craft our own solution rather than leave our fate in the hands of politicians in Austin.”

Way back in 2009, Costello won his first election to Council with a campaign focused not on politics, but on fixing the city’s issues.  In his political life, Costello has offered much of that same focus.  Though he never seems to shy away from a disagreement, Costello has managed to avoid much of the sensationalism that other Council Members seem to catalyze.

With a solid record built on seeking solutions, Stephen Costello is sure to be a front-runner in the race for Mayor.  This November, we’ll see who crosses the tape first.

Chron: Sheriff Adrian Garcia Certain To Run For Mayor

The clock is slowly ticking on towards the Houston municipal elections.  But one area that has seen significant action is the race for Mayor. This week, another major candidate has made moves that are sure to shake up the race.  Theodore Schleifer of the Houston Chronicle reports that all the signs point to an impending announcement from Garcia…

Harris County Sheriff Adrian Garcia is sending every possible message that he intends to run for mayor this year, aggressively increasing his political operations and signaling to some close advisers and backers that a campaign may be imminent.

Garcia, under the Texas Constitution, would have to resign as a county official immediately upon declaring his candidacy. That presents Garcia, who watchers expect to immediately move to the field’s top tier if he joins the burgeoning mayoral fray, with a fateful decision: Does he step down as the county’s top Democratic officeholder to make a bid that would make him either Houston’s first Latino mayor, or politically unemployed?

“At the end of the day, it’s like standing at the craps table, placing the bet – and you could walk away with nothing,” said Garcia confidant Greg Compean.

Perhaps most tellingly, county sources say, is that Garcia’s top staff at the Sheriff’s Office are looking to jump as they eye other county positions that would give them a landing place beyond Garcia’s tenure and vest them in the county’s pension system. Garcia’s top lieutenant and close friend, Armando Tello, left last month for a lower-profile post in Precinct 6, and other executive officers currently are scoping out other opportunities.

“He’s running,” said Hispanic Chamber of Commerce head Laura Murillo, who once considered her own bid for mayor. “He’s getting ready to make his announcement very soon.”

Murillo is not in Garcia’s inner circle, but several of the sheriff’s other allies confirmed a bid is all but inevitable.

Sheriff Garcia joins a growing field of possible candidates… including State Representative Sylvester Turner, former Congressman and City Council member Chris Bell, current Council Members Stephen Costello, Jack Christie and Oliver Pennington, Ben Hall, Bill King and Orlando Sanchez.  Crowded doesn’t even begin to tell the story here, but it’s important to note that some candidates have more potential than others.  From the pillars of potential money and name ID, Garcia presumably sits in the upper echelon of contenders right out of the gate with Sylvester Turner.  Though there is certainly nothing to stop Ben Hall from bank rolling his own massive campaign, as we basically saw from 2013.

Side note… are there any women interested in running for Mayor? Any??

By far, a Garcia run will have the most immediate impact on local politics.  As Dos Centavos points out, his resignation as County Sheriff could mean a substantial roll back of the Progressive policy agenda that has been actualized in recent years.  Would a more Conservative Sheriff dismantle aggressive Mental Health reforms and LGBT protections in Harris County law enforcement?  That remains to be seen.  But those fears aside, there is no doubt that Garcia is a most worthy candidate to lead the city of Houston.

Candidates Gravitate To Houston At Large 1 Race

Though we are still a long way out from the high campaign season, Houston City Council races are already starting to get complicated… especially for Progressive, Pro-Equality voters. As John Wright reports via Project Q Houston, two of the city’s most notable political forces are now in a crowded field for City Council…

 

After narrowly missing a runoff for Houston City Council in 2013, Jenifer Rene Pool hoped 2015 would be her year.

Pool, who’s vying to make history as Texas’ first transgender elected official, decided in early 2014 to run for the At-Large Position 1 seat, which will be open in November because incumbent Stephen Costello is term-limited.

Pool, who ran for the At Large Position 3 seat in 2013, changed her website and Facebook page to reflect the new campaign, in addition to printing business cards and voter pushcards.

“Anybody who knew me knew that I was running for At-large Position 1,” Pool said. “I’d always hoped that this year the community would rally behind my campaign – to win this time.”

But those hopes were dampened during a holiday party for Houston Democratic clubs in December, Pool said. That’s when Lane Lewis, a gay man who serves as chair of the county party, announced he’ll also seek the At-Large Position 1 seat.

 

Wright’s post goes on to state that Pool was not pleased with Lewis’ decision to run for the seat.  Lewis had no comment.

On the one hand, Houston’s Progressive, Pro-Equality community should be glad to have a strong slate of candidates for the 2015 election.  Even with Mayor Parker’s time in office coming to a close, it’s great to see other LGBT leaders, allies courageous enough to join the cause.

On the other hand, it is perplexing that everyone insists on running for one very popular seat when others are available. Strong candidates like Pool, Lewis and newcomer Philippe Nassif have continued to pile into the At Large Position 1 race, while another seat for At Large Position 4 remains noticeably thin on challengers… save for the well-qualified Laurie Robinson. Those unfamiliar with Houston politics may wonder why so many candidates are filing for one seat over another.  Both are At Large, meaning any Houston resident can run for the seat, regardless of where they live.

The short answer?  Many assume that because Council Member C.O. Bradford is African-American, there has to be another African-American take over his seat.  But the assumption is inaccurate.  With 11 district seats and 5 At Large, the Council has plenty of opportunities for anyone and everyone that would like to run.  Saving At Large 4 for candidates that haven’t even filed yet is not logical.

Which brings us to the original post topic. “Opportunity” is also a key term in this equation, because each candidate has a unique set of opportunities that they can leverage in the 2015 elections.  But they don’t all rest in At Large 1.  For example, if Pool were to switch to At Large 3, she would likely have a much larger support base in a head-to-head match up with CM Kubosh than she could attain having to split the “Democrat” vote and donor/endorsement base with Lewis. Given the unique history surrounding Pool, Kubosh and their opposing roles in the Houston Equal Rights Ordinance, this seems the most logical match up for a 2015 contest.  At Large 4 is also an option for anyone wishing to pursue it, but would seem a much better fit at this point for Nassif.

With months to go before the filing deadlines, we can all expect to see much political jockeying.  When all the dust settles, let’s hope that those changes don’t leave the city’s healthy community of Progressive voters with some tough choices to make.  Unlike past election cycles, 2015 is a year where there seems to be room enough for all.

 

PETITION: Raise Houston’s Minimum Wage

If you are a regular Texas Leftist reader, then you have probably come across some posts regarding the Minimum Wage.  This blog was even mentioned on the Forbes.com website over the issue.

It’s important to blog about why an increase in the minimum wage is needed.  But along with the blogging, I am exploring some options for how to take more substantive actions within the city of Houston.  We all know that there is not much hope for a statewide wage increase after the results of this year’s election, but individual municipalities may be able to make more progress.

May is the operative term there, as just this week, we are seeing more disturbing news from the office of Governor-Elect Greg Abbott.  For all of the talk he preaches about “small government” local control, he sure is swiping the hand of big government against Dallas County by trying to prevent Commissioners there from raising the minimum wage for their employees and contractors.  It’s a preview for what may happen if other counties and cities tried to raise wages as well.

As it stands, current Texas state law prohibits cities from raising the minimum wage via ordinance or charter provision.

But Abbott’s convoluted ethics shouldn’t prevent Dallas County, or anyone else from trying to do what is right.  In the interest of this goal, I decided to create a petition on Change.org calling for a ballot initiative to raise the minimum wage to $15 per hour in the city of Houston.  Here is the text of the petition…

We the citizens respectfully call for a ballot initiative which mandates that the City of Houston enact a raise of the minimum wage to $15 per hour over a series of reasonable increments.  This measure should be taken up by Houston City Council without delay.

The current minimum wage throughout the state of Texas is the federally mandated $7.25 per hour, including Houston, Texas.  But for residents in the city of Houston, this wage is not enough for a full-time working individual to support themselves, especially if they would seek to do so without government assistance. The city has experienced astronomical increases in property taxes, which then get passed on to renters, and the entire consumer population.  Houstonians deserve to be paid a living wage.

We can’t survive on $7.25!

If you support the cause, please sign the petition, and share it with your friends.  With enough interest, we can make this happen for the City of Houston, and hopefully other Texas cities will follow suit.

Minimum Wage Increases Won BIG in 2014. But not in Texas

Even as we continue to disseminate all that was Election 2014, it’s important to note that one issue typically associated with Progressive policies not only survived the Red Tide, but proved to be one of the night’s biggest winners.  Voters in four states and the city of San Francisco all approved increases in the minimum wage.  In literally every area where any form of a minimum wage increase was on the ballot, that measure was approved by a decisive majority.  Here are the details from Erik Sherman of Forbes Magazine

If there was upsets and contention in much of midterm voting, there was one topic on which the electorate was largely united: raising the minimum wage. Alaska, Arkansas, Nebraska, and South Dakota all had ballot measures on raising state minimum wages above both their current levels and the federal $7.25 an hour figure.

All four states passed the measures, most by significant margins. More than two-thirds of voters in Alaska agreed to raise minimum wage to $9.75 by 2016. Sixty-five percent of Arkansas voters set the state on course to adopt an $8.50 figure by 2017. In Nebraska, 59 percent said the number should be $9 an hour by 2016. Only South Dakota stood out with a slimmer margin; 53 percent voted to raise minimum wage to $8.50 an hour next year. In Alaska and South Dakota, minimum wage is now pegged to inflation, meaning that it will rise as the cost of living does.

Those weren’t the only votes on the topic. San Francisco, one of the most expensive American cities to live in, increased its local minimum wage to $15 an hour. In Illinois, 62 percent voted for a non-binding referendum to increase minimum wage to $10 an hour by next year. On a related topic, Massachusetts voters passed mandatory paid sick leave. California and Connecticut were the first two states to require the benefit.

The Arkansas vote was especially interesting to see.  As Democratic forces have slowly been eradicated, many were wondering what the results of the this statewide vote would be.  You have to hand it to the Natural State’s newest Senator-Elect Tom Cotton, as he was able to accurately predict that if the Minimum Wage made it to the ballot, it would pass.  Did this decision have a direct effect on pushing Cotton into the Senate? It’s tough to tell, but supporting the people in at least one issue sure didn’t hurt.

2014 proves that increasing the minimum wage is just as popular in red states as it is in blue states.  And right now, no red state needs to raise it’s wages more than Texas.  As job growth has skyrocketed, so have home values, property taxes and rent.  In just 5 short years, major cities have seen rent increases as high as 30 percent.  This creates a growing disparity between the wealthy and the poor.

A report issued by the National Low Income Housing Coalition looks at just how much low-income Americans are struggling to make rent every month.  From this excerpt of the data, one thing is clear… if you live in a Texas major city, $7.25 an hour is no longer enough to survive.

*Living Wage is calculated based on rent being 30% of an individual income, and requiring a 2 bedroom apartment without government assistance.  

Of course there are variances here, like people who may not have need for a 2 bedroom apartment.  But the determination of a an actual Living Wage assumes that a person makes enough money to fully support themselves.  For example, a person living in a 1 bedroom apartment, their living wage could be $3 to $4 per hour less than what is listed above.  The point however still remains that even they are struggling greatly at the current minimum wage level.

On the campaign trail, Texas politicians spoke constantly about the desire for small government solutions to address the issues facing everyday Texans.  Well for many people, raising the minimum wage is the best small government solution in existence.  If politicians truly believe in such principles, it is time for them to prove it.  The cities of Dallas, Houston, Austin San Antonio and El Paso should lead the way by increasing their minimum wage.  Each of these municipalities is already a national leader in job creation and economic prosperity.  And each of them are seeing the working poor struggle more and more to be able to make ends meet.

Many people  are probably skeptical about the possibilities of increasing the minimum wage in any part of Texas.  But with municipal elections fast approaching next year for many major cities, this is the right time to discuss and organize around the issue.  If a relatively poor state like Arkansas can care enough about its citizens to raise the minimum wage, surely the economic powerhouses of Texas can do the same.

City Council Deconstructs Rebuild Houston… A Little Bit

Houston is a city that is growing and changing rapidly.  That change obviously refers to the physical form of the city with new homes and businesses being built in every direction.  But those changes are more than material.  Thanks to an influx of new residents, increased national profile and more ways than ever to inform city government of infrastructure concerns, the expectations of Houstonians have also risen.  Areas that used to be under-represented are now becoming increasingly active. Citizens are taking a look at the city, and no longer being silent about its pothole-ridden streets or sub-par drainage.  All of those new factors seemed to be on display at this week’s City Council meeting.  Here’s the story from Mike Morris and Katherine Driessen of the Houston Chronicle

Expressing impatience with the pace of street repairs under the ReBuild Houston program, City Council voted this week to siphon off some of the drainage-fee supported funds to speed up projects and help resolve smaller neighborhood problems sought by their constituents.

In an amendment to the city’s five-year $7.8 billion capital improvements program, the council voted to draw down $31 million from ReBuild Houston, prompting a warning from Mayor Annise Parker and Department of Public Works and Engineering officials, who said the move could drive the program’s cash flow into the red within two years and force the delay of other projects.

“Council members today would get a lot of short-term relief, but council members in a couple years may see delays,” Parker said.

Councilman Jerry Davis and other council members pushed back, saying constituent concerns have forced them to look for new funds.

“I respect the voices of the engineers and I respect the voices of Public Works,” Davis said. “But again, this is why we’re voted in to be here to make these decisions based upon the wants and needs of the people.”

This is a tough spot for all sides, and just a further admission of how huge Houston’s need for repairs is when contrasted with how little money is available (or how little political will there is to institute additional revenue streams like tax increases). These are issues that existed long before this council.  It’s not a problem they created, but they are trying desperately to be the ones who can save the day.

The pressure to act weighs particularly heavy on district Council Members, as they are the ones that handle more concerns related to their home and neighborhood, while At-Large members have a bit more freedom and flexibility to chase their desired cause.  This was on display at the Wednesday meeting.  Though Council Member Stephen Costello co-sponsored an amendment to free up Rebuild Houston funds for city projects, he and CM Christie (also At-Large) later voted against a separate amendment to allocate money specifically to Council districts.

The other reason Costello was against this the latter was obvious… If elected as the next Mayor, he’d be the one that has to deal with these shortfalls with a future Council, just when the Rebuild Houston should be picking up steam and yielding more tangible results.  The discussions this week at council are far from over, and will likely be cornerstones of the 2015 municipal elections.

Montrose Residents Mobilize For Better Sidewalks

More than a century old, Montrose is one of the most well-known neighborhoods in Houston.  In that time, it’s been home to American Presidents, world-famous celebrities and various counter-cultural movements. It’s also quite possible that many Montrose residents and visitors are walking on 100-year old, original sidewalks.  One can only imagine the poor condition when many sidewalks haven’t been repaired since the Wilson administration.  As KPRC Local 2 reports, many in the neighborhood are fed up.

Families in Montrose are circulating a petition demanding the city to fix a dangerous problem in their neighborhood. We’re talking about sidewalks, or the lack of them, in some areas of Montrose.

The group has sent out a letter to residents asking them to sign a petition to ask the city for help in getting some repairs to the sidewalks. The sidewalks are chipped, broken or missing altogether, but the city says the repairs are not necessarily its responsibility.

Montrose is one of the trendiest neighborhoods inside the Loop, filed with little shops, restaurants and quaint homes. But now, more than ever, residents say the neighborhood’s aging sidewalks and streets are in desperate need of repair.

“They are always uneven, they are always littered, they’re impassable, so I end up walking in the street,” said resident Anna La Perna. “You can’t use the sidewalk.” The Montrose Sidewalks Coalition, a group made up of residents, sent a letter to neighbors asking them to sign a petition to encourage Mayor Annise Parker and the city to help with the issue.

“I think she is doing nothing and not enough. She is worried about a select few and not all of us,” said La Perna. The group also says people are tripping and getting hurt because of the mess.

Full disclosure… I am both a resident of Montrose and a frequent pedestrian and user of public transportation.  Just like the above, I end up walking on the street rather than risk tripping on large, broken pieces of sidewalk.  That said, I fully share the frustration of my neighbors and want these sidewalks fixed.  But under current municipal law, the City of Houston is not responsible for fixing sidewalks, and instead passes that burden on to property owners.

As the Montrose Sidewalks Coalition points out in their petition, the current ordinance may also present some bigger problems…

Our community’s children do not have safe routes to school and are forced into the street with oncoming traffic due to missing and broken sidewalks. We have many schools within easy walking distance, however the state of our school routes is appalling.

Many visually and mobility impaired citizens live in or visit Montrose for specialized services available in Montrose. The infrastructure is not ADA compliant and a significant barrier to access. Accessible design for the visually impaired is almost non existent. As older residents age in place, this will increasingly become a safety issue of large proportions.

Several sections of Montrose, suffering from a triumvirate of poor sidewalks, jagged curbs and pothole-ridden streets do not meet basic compliance standards of the Americans with Disabilities Act.  Could the lack of maintenance on Houston’s sidewalks leave the city liable in an injury or death case?  Would it leave property owners liable if someone hurts themselves on a poor sidewalk?

Poor sidewalks are a problem in every corner of Houston… not just Montrose.  A constant complaint shared by Houstonians, it is starting to capture major attention in the city’s  political debate.   Jenifer Rene Pool, a long-time public advocate and candidate for Houston City Council, made sidewalks a central issue of her 2013 campaign, and even recorded a YouTube video to state why these repairs are so important. As Pool points out below, sidewalks should be a cornerstone of the city’s general mobility plan.  For seniors or someone with a disability, it’s just not safe to get around by foot or in a wheelchair.  If other neighborhoods follow the lead of the Montrose petitioners, you can be sure sidewalks will be a hot topic in the 2015 elections.

This is not to say that nothing has been done.  Mayor Parker has made some good faith efforts to address the problem, most notably a complete streets executive order that ensures any future construction done by the city will take into account all forms of mobility, including safe, usable sidewalks.  Even if city government can’t immediately correct mistakes of the past, at least someone has a better plan for the future.  But until this executive order becomes an ordinance, there’s no guarantee that a future Mayoral administration would follow these practices.

Houston is changing rapidly, and perhaps no area has experienced those changes faster than Montrose. But every resident of the Bayou City deserves top quality infrastructure.  After so many decades of neglect and a massive amount of ground to cover, it’s going to be a massive challenge to accomplish and pay for such repairs.  But waiting any longer is also not an option.  If Houston is to be a true national leader in the 21st century, we can’t do it on infrastructure from the early 20th century.  True leadership has to start from the ground up.
